Secretary of State Marco Rubio cited an emergency situation necessitating the immediate sale for the national security interests of the United States, thereby waiving the need for congressional review. Deliveries of the arms are scheduled to commence next year. Additionally, Rubio approved a separate munitions sale valued at $675.7 million, set for delivery starting in 2028, and an emergency sale of D9R and D9T Caterpillar bulldozers worth $295 million.
